Meaning
Of all the lands in the world, the finest is our Bharata Nadu. It stands highest in wisdom and in the deepest silence, in honour and in the free feeding of the hungry, in music filled with nectar and in poetry. It is high in courage and in the valour of its armies, in the tenderness of the heart and in kindness, in the scriptures it has weighed and in what it gives away. It is high in good bodies and strength, in the abundance of wealth and in bravery, and in the fame of women whose chastity is like a golden peacock. It is high in what it builds, in the zeal of its labour, in strong shoulders and lofty aims, and in a sea of armies of wrestlers with the power to protect. It is high in generosity, in firmness of mind, in the coolness of the heart and the fineness of its thought; in scholars who never swerve from truth and in their understanding. It is high in sacrifice, in the speed of its asceticism, in solitary yoga and in many enjoyments; in the grace of those who carry devotion in their breast. And it is high in rivers and springs, in the southern breeze and the blessing of the hills, in the yield of cattle that give us profit, in gardens and groves and orchards, and in the splendour of rivers that cannot be contained.

Explanation
The song lists a country's greatness in a long inventory, but it is not an inventory of weapons. Wisdom, silence, honour, the free feeding of the hungry, music, poetry, helpfulness, scripture, chastity, labour, armies, generosity, fine thinking, sacrifice, yoga, rivers, breeze, hills, harvest, cattle, gardens: these are Bharathiyar's measures of a nation.
At the end of every section the phrase 'the higher land' returns, and a song that keeps confirming its own list stops being praise and becomes a promise. Because the pallavi compares this country with all the world, the patriotism does not turn into contempt for others; it stays a standard the singer measures himself against.
