Meaning
Vande Mataram, victory to Vande Mataram. This is the word of valour that women and men speak in this ancient land. Though we are worn down, though we are burnt to nothing, this is what our people say with gladness. Whether we stand as one and win, or our lives are spent, we shall chant it and our strength shall not fail.

Explanation
The second song is a shout of praise, and victory is its ruling word. The piling up of jaya, jaya is a war cry as much as a phrase: when thousands of voices sing it together the sound works beyond its meaning.
In the line that says our people gladly speak it though worn down and burnt away, the voice is said to hold even in defeat. This is not only a song of victory; it was written to be sung on the day of loss. The closing line settles it: whether we stand as one and win, or life itself goes, we shall chant it and our strength shall not fail.
To reflect on
It is easy to sing on the day of victory; it is hard to sing on the day of defeat. What did you sing on yours?
