Explanation

This couplet gives another mark of a land. 'Perumporulaal pettakkadhaagi' means being desirable to all by great wealth. People from outside also wish to settle in a prosperous land. Merchants, craftsmen, artists and scholars come in search of opportunities. A land should have the power to draw others by its prosperity.

'Arungettaal aatra vilaivadhu' means a land that yields abundantly because it has no great calamities. Calamities may be many: flood, drought, disease, enemies. In a land protected from these, labour gets its full reward.

For 'pettakkadhu' some take 'desirable', others take 'having the quality of being desired by others'. Both fit, showing the natural tendency of people's minds to go where there is prosperity. It also hints that people seek a land only when it has safety along with wealth.

Thus a land's prosperity and security are joined. Wealth without security is destroyed, and security without wealth is useless. A good land stands on both.

In ancient times a land's ports and markets drew merchants, and so the land grew richer. Even today a city draws people by jobs and educational institutions. It also implies that a land must be ready to protect and sustain those it attracts. Prosperity that attracts but cannot shelter is only a show, whereas a land that offers wealth and safety together keeps its people for generations.

A story

The Rise of Indraprastha

The Adi Parva of the Mahabharata tells how Indraprastha arose. Dhritarashtra gave the Pandavas the wasteland of Khandavaprastha, full of forest and rough ground. The Pandavas accepted it, and with Krishna's counsel they built a city there.

The architect Maya built marvellous halls for the Pandavas. Indraprastha then became a city excellent in beauty, wealth and security. The Mahabharata describes fortifications, canals, gardens and market streets there. Merchants, artists and scholars came from many places and settled.

When Yudhishthira performed the Rajasuya sacrifice, kings of many lands came with tribute. This is evidence that Indraprastha was a land that drew others by its wealth. The Sabha Parva marvels at its prosperity and the beauty of Maya's hall.

There Yudhishthira ruled according to dharma, and the Mahabharata says the people lived without distress. Hunger, fear and injustice were few, and so population and wealth grew.

That prosperity also awoke envy in others, and Duryodhana's grief later led to the dice game. We see here that, though a land becomes desirable, the way to hold it is to protect its security and keep it well governed.

The tale of Maya's hall is more colourful still. Maya built a hall with crystal-like floors and surfaces that looked like water, the Mahabharata says. Duryodhana, who came to see it, lifted his garment thinking a floor was water and fell into water thinking it a floor. This shows the land's artistry and splendour, a place that even outsiders marvelled at. The sad part is that this stirred up Duryodhana's envy further.
