Explanation

This couplet names three great evils that torment a land: hunger, disease and enmity. Hunger is people withering without food, disease is a chronic illness that breaks ordinary life, and enmity is attack from outside. All three destroy the body and life of a land together. If they do not join, the land goes on naturally.

'Urupasi' is severe hunger like famine. 'Ovaappini' is ceaseless disease like an epidemic. 'Serupakai' is a destroying enemy. In a land free from these three, farming, trades and learning go on without obstacle.

Commentators take this as the negative definition of a land. If the first three couplets say what should be present, this says what should be absent. To know what a good land needs and what must be avoided is completeness.

Even in today's world, food security, public health and national security are the main responsibilities of the state. A government that does these well gains the trust of its citizens.

There is also meaning in the order in which Valluvar lists the three evils. Hunger afflicts life at once, disease slowly drains the strength of the land, and enmity attacks from outside. Each destroys the land in a different way. So the state must be ready to meet all three at the same time. A land that stores grain, keeps healers and guards its borders has prepared for all three, and so remains steady when any one arrives.

A story

The Akshaya Patra

The Vana Parva of the Mahabharata tells the story of the Akshaya Patra. When the Pandavas went into exile in the forest, many brahmins accompanied them. Yudhishthira worried how to feed so many. He asked his priest Dhaumya for a way.

Dhaumya told him to worship the sun god. Yudhishthira praised the sun with devotion, and the sun gave him a copper vessel. The boon was that until Draupadi had cooked, served everyone and eaten herself, the vessel would stay full of food; after she ate, the food for that day would end.

Thanks to that vessel, the brahmins who came with the Pandavas were free from hunger even in the forest. Draupadi ate only after everyone else had eaten. In this way she saw to it that no one suffered from hunger.

Tradition also has the tale of Durvasa arriving suddenly with his disciples. That day Draupadi had finished eating and the vessel was empty. She thought of Krishna; Krishna came, ate a bit of leaf clinging to the vessel, and the sages are said to have felt their stomachs full.

The Akshaya Patra is not a land, but it shows us the dream of a life without hunger. In any land the first duty is to quell hunger. This tradition illustrates beautifully the principle of the couplet 'a land goes on without severe hunger'. It also holds the virtue of sharing food and the humility of eating after others.
