Explanation

The strength of a land is not seen in good times but when trouble comes. A land that stands firm even when famine, flood and war all strike together is strong. Besides bearing them, it must have enough wealth to pay the king his due without shortfall.

Here 'irai' means tax. In ancient times the taxes the people paid carried the expenses of the state. The land must be prosperous enough to give them. At the same time it implies that the king asks only what is due. If excessive tax is demanded, the land cannot bear it.

Commentators take 'porai orungu melvarungaal' as 'when the burdens all come at the same time'. Some say 'porai' may also mean patience. In any case, a good land has people who do their duty even in hard times.

From this a duty on both sides appears. The people must pay taxes honestly, and the state must ask for them fairly and use them for the people's welfare. Only then can the land bear both burdens.

In this couplet a land is not merely a machine that pays tax. It also contains the unity to face burdens together when they come. In practice, the rich helping in famine and villagers gathering to build the bank in flood are examples. A land that bears so does not forget its duty and gives the king his due share. This is evidence of the land's honesty and strength.

A story

Bhishma's Teaching on Taxation

In the Shanti Parva of the Mahabharata, Bhishma teaches Yudhishthira the duties of a king at length. These were counsels he gave from his bed of arrows after the war. The portion on taxes is especially fine.

Bhishma says: the bee takes honey from flowers but does not harm the flower. In the same way a king should take tax from his subjects. One who milks a cow does not injure its udder; he leaves milk for the calf. The king should likewise take from his land.

He adds that taxes should be drawn slowly, as a leech draws blood, since if taken all at once the subjects cannot bear it. Tax must be collected in due manner and in measure. Then the people give it gladly, and the land grows.

The counsel has two sides. Subjects must pay tax trusting their king, and the king must use it for the protection of the people. The Shanti Parva also says how the king must put the welfare of his people first.

Thus Valluvar's statement that a land is one that pays the king his full due fits the royal dharma found in the Mahabharata tradition. When a land that bears its burdens and a king who asks in measure come together, the land stands firm. Tax is a duty of sharing, not of seizing.
