Explanation

Commentators differ at one point here. 'Kallaarp pinikkum' is taken in one way as ruling with the help of the unlearned as ministers and companions, and in another way as oppressing the unlearned ordinary people while setting aside the learned. In the first sense those who support the tyranny are the unlettered; in the second, the target of the tyranny is the simple people without schooling. Both are acceptable.

In either reading the phrase 'nilakkup porai' is important. The earth bears many burdens: mountains, rivers, cities. But Valluvar says there is one burden it cannot bear, tyranny walking with the help of the ignorant. In a rule without the counsel of the learned, mistakes are not corrected, injustices are not questioned and the people's grief does not reach the ears. So it becomes a load on the very land.

The path of a leader who sidelines the wise and surrounds himself only with those who nod to his speech is the same today. There those who speak the truth leave and flatterers stay. In the end the organisation tilts under its own weight. A rule that joins knowledge with compassion upholds the land; one without them becomes its burden.

This is why it matters most for those who govern.

A story

Bhumi Devi's Petition

From the Bhagavata Purana: it was the closing age of Dvapara Yuga. Across the world many kings, swollen with the pride of their armies, forgot dharma and oppressed their subjects. Unable to bear their forces and weapons, Bhumi Devi, the Earth, was in distress. To tell of her burden she took the form of a cow and went weeping to Brahma.

Brahma heard her sorrow. With the gods he took her to the shore of the ocean of milk. There they bowed and praised Vishnu. Bhumi Devi pleaded that she could no longer bear the weight of the earth. The kings, she said, listened to the counsel of the unwise, ruled unjustly and had become a great load on the world.

The Lord comforted her. 'I will be born in the Yadu line as the son of Vasudeva, and I will lighten your burden,' he promised. The gods too were told to take birth to assist him. Bhumi Devi's heart was eased.

Accordingly Krishna was born. He destroyed the wicked such as Kamsa, stood on the side of dharma at Kurukshetra, and lessened the world's burden of adharma. Through the Bhagavad Gita he also gave the world a path of knowledge.

In this tale Valluvar's 'nilakkup porai' finds a Puranic shape. What weighs upon the earth is not a mountain but a rule without dharma. Even Bhumi Devi had to petition that she could not carry it. Leadership with knowledge and righteousness is rest for the earth.
