Explanation

This is the closing couplet of the chapter. The previous nine couplets named the many good qualities of a land: harvest, sages, rich men, water, hills, fortresses, freedom from disease and more. This one says that even when all of these are present, if one thing is lacking, all become useless: a good ruler.

Here 'vendhamaivillaadha' does not mean without a king, but without a king's fitness. Under an unfit king, wealth is misused, scholars go unhonoured, riches are plundered and fortresses become useless. So natural and human wealth bear fruit only under good governance.

Commentators take this as a couplet stressing the primacy of rule. All the good qualities of a land are like beads strung on a thread, and good governance is the thread. Without the thread the beads scatter.

In today's democracies rulers are chosen by the people. So this couplet gives a responsibility not only to rulers but to voters: choosing the fit person is what makes all the land's riches useful.

The word 'payamindre' means 'of no benefit'. It is a severe conclusion, yet history offers the downfall of many lands as proof. Lands rich in wealth and nature fell through bad rule. So choosing a good government, and the people staying vigilant that it walks the right path, is essential, because every other good the land has depends on this one.

A story

King Vena and the Land's Ruin

The Bhagavata Purana tells the story of King Vena. Vena was the son of King Anga. When he ascended the throne, the Purana says, he decreed that none had the right to perform sacrifices or give gifts, and that he alone was to be worshipped. He ruled with arrogance, abandoning the path of righteousness.

The sages humbly counselled Vena. 'O king, do not transgress dharma. Sacrifice and gifts bring welfare to the land,' they said. Vena mocked them and refused their counsel. The sages grieved.

In Vena's reign dharma fell. Sacrifices stopped and the people suffered. Though the land had natural wealth, the subjects languished for want of righteousness. Under an evil rule wealth existed but gave no benefit.

Unable to bear it, the sages removed Vena. The Purana says that the land was then without a king and unprotected. The sages churned Vena's body and brought forth Prithu, who ruled well and enriched the earth.

This story is a puranic symbol. Though the land is fertile, a land with an unfit king suffers; the same land flourishes again when a fit king comes. Both sides of the couplet 'a land without a fit king is of no benefit' appear in this tale. It is the ruler's fitness that makes the land's wealth meaningful. Such is the lesson. It teaches the same lesson for every leader.
