Explanation

This verse sings of the natural fruit of good governance. In the country of a king who rules according to righteous principle, rain falls and harvest increases, says Valluvar. 'Thokku' means joining together, that is, rain and harvest unfailingly come together.

This is to be taken not as a scientific claim but as the ancient world view and a poetic truth. The ancient Tamils believed there was a connection between just rule and the grace of nature. They also thought that if a king strayed from dharma the rain would fail.

There is a practical truth in it too. In good governance water bodies are maintained, tanks and ponds are desilted, farmers' welfare is protected, taxes are fair. So rainwater is well used and harvest increases. In contrast, under tyrannical rule farmers suffer and leave the land; harvest falls. So there is a natural link between justice and yield.

Moreover in just rule people work in peace. They sow and reap without fear. The labour of those with confidence grows. This is another sense of 'vilaiyul'.

In the phrase 'peyalum vilaiyulum thokku', rain and harvest gather together, a rich image. When both come in the needed measure and time, the country prospers.

So the verse shows the fruit of good governance from the farmer's view: if the rule is straight, the field is green.

A story

Romapada and Rishyashringa

From the Valmiki Ramayana (Bala Kanda) and the Mahabharata: Romapada, king of Anga, was a friend of Dasharatha. It is said that he once broke a promise given to a brahmin and behaved without honouring the brahmins. As a result rain failed in Anga. For many years drought prevailed without rain. Crops withered and people suffered from hunger.

Romapada asked the brahmins for advice. They said, "King, this drought has come because of your fault. To clear the sin, bring Rishyashringa, son of the sage Vibhandaka, to your country. If his feet touch the land, rain will fall." Rishyashringa had grown up in the forest with his father, a pure young ascetic unaware of the outer world.

Romapada sent beautiful women skilled in the arts and lovingly brought Rishyashringa to the country. The moment he set foot in Anga, the sky darkened and heavy rain poured. The ground cooled. Dry rivers filled. Crops sprouted. People rejoiced.

Romapada realised his fault and reformed. He gave his adopted daughter Shanta in marriage to Rishyashringa. He began to honour brahmins and rule justly. Anga flourished again. Later when Dasharatha performed the Putrakameshti sacrifice, he invited this same Rishyashringa as the chief officiant. As a result Rama and the other three were born.

The beauty of the puranic tale is that when the king strayed from justice rain failed, and when he returned to the path of dharma rain poured. It illustrates the verse's idea that in the country of a king who rules by principle, rain and harvest gather.

This is how ancient India saw the connection between good governance and a country's prosperity.
