Valmiki Ramayana, Yuddha KandaRama's Vow of Refuge
From the Valmiki Ramayana, Yuddha Kanda. Ravana's brother Vibhishana opposed his brother's injustice and crossed the sea to seek refuge with Rama. Sugriva and many others warned, "He is the enemy's brother; he may be a spy."
After hearing everyone's view, Rama said: "To anyone who comes to me even once and surrenders, saying 'I am yours', I grant protection from all beings. This is my vow."
He added, "Even if Ravana himself came seeking refuge, I would accept him." Those words of Rama, who made the granting of refuge his vow, are still honoured as the highest promise of surrender.
