Explanation

A sugarcane field is full of sweetness, and that is exactly why it needs a fence. The one who guards it without a fence must chase off animals and thieves day and night. For one who lives under an old, leaking roof, every rainfall is a worry. Both lines show the pain of having no proper shelter or boundary.

The third line names the boundary a nation needs: murai, justice. A government that rules without justice is like a leaking roof over its people. The fourth line speaks to the individual: a task whose plans are broadcast to everyone before they are ready seldom succeeds. Thought and discretion are the fence around an undertaking.

In the Tamil tradition, doing justice is called the very life-breath of a king. Sekkizhar sings in the Periya Puranam of Manu Neethi Cholan, who punished his own son to keep justice. Today, being fair in our families and workplaces, and not announcing our plans before they have ripened, are the same fences.

From the Periya Puranam

Manu Neethi Cholan

From the Periya Puranam. Manu Neethi Cholan ruled from his capital at Thiruvarur. At the palace gate he had hung a bell of justice, which anyone with a grievance could ring. Under his rule it was seldom heard.

One day the prince Veedhividangan rode in his chariot to the temple. On the way a young calf leapt into the street, was caught under the wheel and died. Its mother cried out in grief, then went to the palace gate and rang the bell of justice with her horns.

The king came out at the sound. When he learned what had happened, his heart was torn. His ministers said, "It was an accident, unknowingly done; an act of atonement will suffice." The king would not accept it. "Should not this mother too be known to feel the grief of a mother who has lost her calf? If there is one justice for my son and another for others, my rule is without justice." And he drove that same chariot over his own son.

Sekkizhar sings that, moved by such integrity, the Lord of Thiruvarur appeared and restored both the calf and the prince to life. The story shows that for a government that rules with justice, God himself stands as its fence.
