Explanation

This couplet defines four qualities of a built fort. By saying 'the science says' Valluvar gives this not only as his own view but as the view of the tradition of statecraft. The first is height: if the wall is high enemies cannot climb it. The second is breadth: if the wall is broad, soldiers can stand and fight on it, and it can bear the enemy's blows.

The third is strength: the wall must be built firmly. It needs the firmness to resist hurled stones and machines that batter with timber. The fourth is inaccessibility: being hard even to approach. By features such as a moat, hillocks and intricate gates, entering becomes difficult.

The four support one another. If there is height without strength, the wall collapses at a small attack. If there is strength without inaccessibility, enemies draw near easily. So the couplet says all four should come together, 'amaivaran'.

Commentators present these as the definition of durgas as described in the works on statecraft. In Tamil Nadu hill forts and moat forts show this definition. Even today, thinking about the strength, boundaries and difficulty of access when designing any security system is a continuation of it. These four qualities fit human life as well. Height is loftiness of principle, breadth is a wide mind, strength is firmness, and inaccessibility is not being easily brought down. One who grows these builds himself into a fort. Thus the definition of a fortress becomes also a simile for human character.

A story

Tripura: The Three Fortified Cities

The Karna Parva of the Mahabharata and the Shiva Purana tell of the burning of Tripura. The three sons of Tarakasura, Tarakaksha, Kamalaksha and Vidyunmali, performed severe penance and asked Brahma for a boon. The Purana says they obtained the boon that they would raise three cities, and that when after a thousand years the cities came into a single line they could be destroyed only by one arrow.

The asura architect Maya built the three cities: a golden city in the sky, a silver city in the air and an iron city on the earth. They were high, broad, strong and not easily approachable. All four qualities, height, breadth, strength and inaccessibility, were full in those cities.

Made arrogant by those forts, the asuras troubled the gods and worlds. The gods appealed to Shiva. Shiva set out with the earth as his chariot, the sun and moon as wheels, the Vedas as horses, Mount Meru as the bow and Vishnu as the arrow.

At the moment when the three cities came into a straight line, Shiva burned all three with a single arrow, says the Purana. This is the Tripura Samhara. In some traditions it was Shiva's smile that burned the cities.

The story illustrates the four qualities of a fort. It also shows that however great the height and strength, the fort of one who does not follow the path of dharma does not last. The inner meaning of the Purana is that a fort of injustice falls though it has height, breadth, strength and inaccessibility.
