Explanation

The previous couplet spoke of food; this one combines all supplies and good people. In a siege food alone is not enough: weapons, medicine, fuel, water and fodder for cattle are all needed. If any is lacking the fort's strength drops. Having all supplies is full preparedness.

More specially, Valluvar says 'idaththudhavum nallaal'. 'Idam' means both place and time. Good fighters are those who help at the critical place, at the needed moment. Numbers alone are not enough; men are needed who know where and when to act and what to do.

Supplies sustain the body; fighters give the fort its life. Only when both join does a fort become something alive. This couplet leads on to the tenth, where Valluvar puts the effective action of the defenders on its own.

Commentators explain 'nallaal' as fearless, trustworthy, capable fighters. Some say it means good people in general, including soldiers, officers and citizens. In any reading, the couplet's message is that a fort is a system of materials and men together. This combination of material and men also fits today's institutions. In a hospital, even with medicines and equipment, it cannot function well without nurses and doctors who help at the right time. The word 'idaththudhavum' conveys that subtle point, and readiness is as much a matter of people as of things.

A story

The Warriors of Ayodhya

The Bala Kanda of Valmiki's Ramayana has a description of the city of Ayodhya. The very name Ayodhya means 'that which cannot be conquered in battle'. The poet says the city, which Manu founded on the banks of the Sarayu, was twelve yojanas long and three wide.

Around the city were a deep moat and a high wall. At the gates were watch towers full of weapons. The poet also describes the city as full of grain stores, armouries, and stables for horses and elephants. All supplies were ready.

More notably, Ayodhya had warriors in great numbers. Valmiki writes that they were sound-seeking archers who could strike a target on hearing it, and that they never turned their backs in battle. Under Dasharatha they guarded the city vigilantly, and no enemy could approach Ayodhya.

The Ramayana says Dasharatha's ministers were honest and wise, and news of every place came to the king through spies. In this way Ayodhya was a fort where material and men were joined.

The story agrees well with the couplet 'a fort has all supplies and good fighters who help at need'. The strength of a fort lies not only in its wall but in the supplies kept ready and in the power of warriors who help at the right time. The very name Ayodhya conveys confidence in that strength.
