Srimad Bhagavatam, Book 8Bali Offers His Head for the Third Step
From the Srimad Bhagavatam. The asura king Bali conquered the three worlds and held a great sacrifice. Then Vishnu came there as a dwarf brahmin boy, Vamana, and asked for 'three steps of land'. Though the asuras' teacher Shukra warned him, Bali would not break his word, and he poured the water of gift.
At once Vamana grew into the Lord who measures the worlds. With one step he measured the earth, with another the heavens. 'Where shall I place the third?' he asked. Bali folded his hands, bowed his head and said, 'Lord, place it upon my head.'
The Lord set his foot on Bali's head. In that moment Bali lost everything, and gained what is above everything. Pleased with his devotion, the Lord gave him the realm of Sutala and stood guard at his gate himself. Onam remembers him. The holy foot that Kambar wears on his head as 'the flower I wear' is that same foot.
