Explanation

The spear's ornaments are what it conquered: the sea, Sura and Meru. Others wear flowers and garlands; the spear wears victory. The gods themselves bow and become ornaments of his feet.

From the Padma Purana and tulasi tradition

The glory of tulasi

Once Satyabhama wished to weigh Krishna against her wealth. Krishna sat on one pan of the scales, and she piled all her jewels on the other; it did not move. Rukmini came, removed the jewels and lovingly placed a single tulasi leaf. The scales balanced. That is why tulasi is the ornament dearest to Vishnu.
