Meaning

Though I have been granted this human birth, so hard to obtain, I have not learned to draw near your small feet, bow and receive grace. O Lord of twelve mountain-like shoulders wearing armlets, who holds close Deivanai, raised by the battle-mountain elephant with rut-streaming brow and small fierce eyes, and lovely Valli!

Explanation

From Avvaiyar on, every sage has said human birth is rare. The regret is that, having it, one has not learned to approach the Lord; the hope is that his twelve arms are ready to embrace.

From the Srimad Bhagavatam, Book 1

Narada's previous life

In a former life Narada was born the son of a maidservant. As a boy he served the sages who stayed through the rainy season, ate what they left and listened to them sing of Hari. After his mother died, meditating in the forest, he glimpsed the Lord for an instant, and the vision vanished. A voice said, 'You will not see me again in this life; in the next you will be my devotee.' He became Narada. A humble birth became precious through love.
