Explanation

At first hearing this verse surprises us. Why should winning over the unfriendly come before helping friends? The reason is simple. A friend is already with us. If our help to him is a little late, the bond will not break. But enmity tends to grow as time passes. Each day of delay makes it deeper.

The phrase 'to join those who do not join' speaks of drawing the unallied into alliance. It is not subduing a person; it is building a relationship. A hand of friendship stretched at the right moment can undo years of hatred. And it is best done before the adversary has grown strong. If conciliation is offered after hostility has gathered strength, it looks like weakness.

We should not take this verse to mean submission to enemies. It means removing bitterness quickly for the peace of the state and of the family. In today's office and neighbourhood, the speed with which we sit down to resolve a rift as soon as it appears can be of greater use than any favour we do to a friend. This holds in commerce as well as politics. Rather than leaving a competitor as an enemy, it is wiser to look for ways to work together for a common good. Doing good to friends is right, but it only deepens a bond that exists. Removing enmity lays the foundation of peace itself.

A story

Rama Accepts Vibhishana

From the Yuddha Kanda of the Ramayana. Rama's army was encamped on the shore facing Lanka. One day, a figure came down from the sky with four companions. He was Vibhishana, Ravana's younger brother. 'I have come to take refuge in Rama,' he said. He had advised Ravana well, urging him to release Sita, and when Ravana would not heed him he had left.

Many vanara chiefs, Sugriva among them, were suspicious. 'He is the enemy's brother; he may be a spy. We should not accept him,' they said. Rama listened to each opinion. Hanuman, who had seen Vibhishana's speech and face, said that he was worthy of trust.

In the end Rama said, 'It is my vow to protect whoever comes to me for refuge. Even if it were Ravana himself, I would accept him.' He received Vibhishana at once. Then, the Valmiki Ramayana says, he had sea-water brought and crowned him as the future king of Lanka.

By this Rama gained not only a trustworthy companion in the enemy's camp but also knowledge of Lanka's secrets, the plan of its fort and the strength of its demons. According to tradition, after the war Rama also directed Vibhishana to perform Ravana's last rites. Here the power to turn even an adversary's kin into a kinsman shines forth.

Had Rama delayed, Vibhishana's mind might have changed, or he might have gone elsewhere. Rama's wisdom was to join one who had not joined, at the right moment. This is why Valluvar says it is more urgent than any good done to friends.
