Explanation

Commentators read this verse in slightly different ways. Some take 'small in dwelling' to mean those who are small in place or in strength; others take it to mean petty chiefs frightened by their enemies. Whichever reading is followed, the central thought is the same: when one cannot stand alone, to seek a stronger ally rather than live trembling is wisdom.

Seen superficially, bowing may look like lowliness. But Valluvar does not treat it so. To know the limit of one's strength and not to hesitate in seeking help is a sign of intelligence. It is like a small bird that, afraid of the hawk, builds its nest in the dense branches of a great tree. The shade of the big tree is its protection.

There is a subtlety in the words 'fearing, if they find a remedy'. Humility born of fear nonetheless brings an opportunity: when we join the great, our lack is removed. Today a small trader allying with a large firm, or a new student seeking the guidance of a senior, is of this kind. But such humility should not mean losing self-respect; it should be only the seeking of support. Valluvar offers a way out for those caught in fear: it is better to seek the shelter of the great and good than to live alone and trembling. Yet the protector must be trustworthy, and examining that must not be forgotten.

A story

Sugriva Takes Refuge in Rama

The Kishkindha Kanda of the Ramayana may be seen from another angle. Vali, the king of Kishkindha, was very powerful; tradition says he had a boon that half the strength of any opponent would pass to him. In a fight with the demon Mayavi, Vali entered a cave and did not return for a long time. Sugriva thought him dead, closed the mouth of the cave, returned to the kingdom and was crowned. Later Vali came out, angrily believing that Sugriva had tried to entomb him, and drove Sugriva out of the land.

Sugriva lived in hiding on Mount Rishyamukha with a few ministers. Vali could not come to that mountain because of the sage Matanga's curse. Yet the fear of when he might strike tormented Sugriva every day. He knew well that he could not face Vali alone.

One day he saw two men coming with bows and was startled. He feared they might be sent by Vali. After Hanuman went and spoke to them, he learned they were Rama and Lakshmana. Realising that with the support of this mighty warrior his sorrow might end, Sugriva bowed to Rama respectfully and sought his friendship.

From then on he was no longer a small trembling creature standing alone. He had the support of Rama, who stood beside him in the fight against Vali. Only because he understood the limit of his strength and sought refuge with the great did he regain the throne he had lost.

Had he clung to a stubbornness to show himself great, he would have had to hide all his life. Bowing here was no disgrace; it was the road to recovery. That is just what Valluvar says in this verse.
