Explanation

This verse describes four qualities of an envoy. First is learning. Next is fearlessness of the assembly's gaze. Standing to speak in a great court, one's knees may shake and the voice may falter. The messenger must have the inner courage to rise above it. Third is speaking so as to take effect, so that what is said settles in the hearer's mind. Words should not be mere sound but should have the strength to spur action. Fourth is knowing what is fitting for the time, both in word and in deed.

The four depend on one another. Only one who has learned can stand without fear; only one without fear can speak clearly; only one who speaks clearly can choose the right moment. Choosing the moment can also mean waiting for an adversary's anger to cool. Good news spoken at the height of rage is wasted.

Today the verse fits salespeople, teachers and lawyers fully. Learning is the beginning, courage the next step, manner of speaking the third, and sense of timing the fourth. One who has climbed all four steps will be respected in any assembly. Not trembling before an assembly is also a quality gained by practice. One who has spoken in small gatherings stands easily in a large court. So along with learning, practice in speaking is needed. Fear cannot be wholly removed; the capacity to speak while it is present is what we call courage.

A story

Angada's Fearless Speech

Another scene from the Yuddha Kanda of the Ramayana. When Rama sent Angada as envoy before the war, Angada entered Ravana's court alone. The hall was full of rakshasas. Ravana's sons, ministers and warriors cast contemptuous looks at him. They thought a lone young monkey had come and stood there.

But Angada did not falter from fear. He was learned in the Vedas and in the policy of kings. Standing before Ravana, he spoke Rama's word directly and calmly: 'Release Sita and take refuge in Rama. That is for the good of your life and of your clan.' His speech had sternness, but it was not an unseemly sternness. It was the sternness of stating the truth firmly.

When Ravana raged, Angada gave a demonstration. He planted his foot deep in the floor of the hall and challenged, as tradition tells, 'If any of you can move this foot, Rama will give up Sita and turn back.' Many of Ravana's warriors tried and none could shift it. When they were defeated, the hall fell into silence.

Here the envoy gave weight to his words by learning, stood without fear before the eyes of the court, drove his claim home by deed, and completed his message at the moment the assembly was frozen in silence. As Valluvar says, he learned, feared not, spoke persuasively and knew what was fitting. That Ravana did not accept was his fault, not the envoy's.
