Explanation

This verse gives an assurance in the form of a question. 'Aruvinai enba ulavo?' means 'Are there things called difficult undertakings?' Valluvar is not saying that no difficult task exists. He says that with proper means and at the proper time no task appears difficult. He indicates that 'difficult' reflects the shortfall in our preparation, not the nature of the task.

Two factors are named: means and time. 'Karuvi', the instrument, is not just a tool held in the hand. It includes knowledge, helpers, wealth and skill. The carpenter shapes wood with his chisel; the teacher teaches with knowledge. Time is the right moment to use that instrument. If the instrument is there but the hour is missed, there is no benefit; if the hour is right but the instrument is lacking, the work does not happen. When the two join, even a hard task becomes easy.

Commentators give several readings. Some take 'karuvi' to be the instruments of statecraft such as the army and ministers. Some take it as helpful resources in general. Whichever, the basic message does not change.

In practice, a mountaineer with proper equipment who climbs in the proper season can scale even an Everest. A scientist with proper instruments who works at a favourable time makes a rare discovery. So many of the tasks we call impossible become easy when the right instruments and the right time arrive. The wise person spends effort not in struggling against the 'impossible' but in gathering the means and watching for the time.

A story

The Evening When the Sun Did Not Set

From the Mahabharata (Drona Parva): It was the fourteenth day of the Kurukshetra war. Learning that the one responsible for Abhimanyu's death on the previous day was Jayadratha, king of Sindhu, Arjuna took a fierce vow: "Tomorrow, before the sun sets, I shall slay Jayadratha. If not, I shall enter the fire and give up my life." On hearing the vow, the Kauravas rejoiced and Jayadratha was afraid.

Next day Drona drew up a huge formation called the shakata vyuha, and hid Jayadratha in its centre. Six great warriors stood around him. Arjuna advanced bravely on the battlefield, but it took him a long time to break the formation and reach Jayadratha. The hour began to decline. The horses of his chariot grew weary.

Then Krishna devised a stratagem. By his yogic power he veiled the sun and created the appearance that darkness had fallen and evening had come. Thinking the time for Arjuna to enter the fire had come, the Kauravas shouted in jubilation. Jayadratha eagerly raised his head and came out to see Arjuna's fall.

That single moment was the time Arjuna needed. Krishna lifted the illusion. The sun shone again in the sky. "Arjuna, this is the time!" he said, and reminded him that Jayadratha's head must not fall to earth, for by his father's boon whoever dropped it to the ground would have his own head burst. With his arrows Arjuna cut off the head and made it fall into the lap of Jayadratha's father, who was in meditation.

Here the proper means and the proper time were joined. Arjuna's bow and arrow were the means. Krishna's stratagem created the right instant. Without either, Arjuna could not have fulfilled his vow. A task that looked impossible was achieved once it was done with the right means at the right time.
