Explanation

The closing verse of the chapter speaks of the gap between planning and execution. 'Muraippadach choozhndhum' is planning after due examination as prescribed. There is no flaw in this. But 'thirappaadu ilaadhavar' are those lacking the capacity to carry out the task. Though their plan may be good they cannot take it to the end and stop midway.

Here 'mudivilave seyvar' means they leave things without conclusion. 'Thirappaadu' is not mere skill; it is the strength of action joined with courage, effort and perseverance. So the verse subtly points out that many who plan fail to execute.

The whole chapter praised the minister's intellectual ability. The last verse comes as a caution: knowledge alone is not enough; the capacity to act is needed too. Only when examination and capacity for action join does success come. The message of the chapter on effort echoes here again.

Some commentators explain lack of thirappaadu as weakness of mind's resolve; others as the inability to translate into practice. Either way it is clear that giving counsel and carrying out are different skills.

Even today many draw up wonderful plans but hesitate to carry them out. New Year resolutions, family plans and work plans all show this flaw. The remedy is to take the first step of the plan immediately.

A story

Dhritarashtra's Wavering

The Udyoga Parva of the Mahabharata describes Dhritarashtra's wavering. Even after Krishna's embassy failed, before the war started, Dhritarashtra thought many times of preventing it. Sanjaya told him of the Pandavas' strength and Krishna's greatness. Vidura spoke his maxims. Bhishma and Drona too urged peace.

Hearing them, Dhritarashtra seemed truly changed. Once he called his son Duryodhana and said, 'Give the Pandavas their half of the kingdom; let there be no war.' This was the planning: he knew what was right. He had examined his situation properly and discerned.

But when Duryodhana refused, Dhritarashtra lacked the courage to carry out his decision. He could not stand against his son's word. A few days later again the same hesitation. Gandhari too called her son and counselled; Duryodhana did not listen. Even at that moment Dhritarashtra could not establish his decision.

At last the war came. In the eighteen-day war all his sons died. After the war he wept in regret. But time had passed. That he knew what was right yet wavered without the capacity to act was the cause of the great sorrow.

The tale teaches that if one has the knowledge to hear but not the capacity to act, knowledge is of no use.

This is the witness of 'muraippadach choozhndhum mudivilave seyvar thirappaadu ilaadhavar'. Knowing the right is one step; the courage to do it is another. Dhritarashtra stood at the first step and failed at the second.
