Explanation

This verse lists five qualifications for a minister. The first is 'vankan': fearless courage of mind. One who lacks courage where he must speak even the truth the king dislikes cannot be a minister. The second is 'kudikaaththal': care to protect the people. The third is learning books; the fourth, understanding what is learnt; the fifth, effort.

Commentators also explain 'katrarithal' as one qualification, saying 'with five' in the sense that the minister's natural intelligence joins the four of courage, protection, learning and effort. However divided, the idea is that all five qualities should be present together.

Taken separately the five support one another. Knowledge without courage is useless; courage without knowledge is dangerous; learning without concern for the people leads to selfishness; learning without effort is mere talk. If any one is missing the minister's work falls short.

In our tradition figures such as Vidura and Chanakya are honoured as such ministers. But the verse's purpose is not to praise one person; it is to define the qualifications needed for the task.

In offices today these five remain the qualities a good manager needs. When we are in a position to advise someone, we too can examine which of the five is lacking in us.

A story

Hanuman in Lanka

The Sundara Kanda of Valmiki's Ramayana portrays Hanuman as a great envoy and minister. As minister of Sugriva, Hanuman crossed the southern sea to Lanka for Rama's mission. For this work he needed courage, learning, understanding, effort and concern for others. The Ramayana shows in many places that he had all five.

First, courage. To cross a hundred yojanas of sea is no ordinary courage. He was not afraid when facing Surasa and Simhika on the way. When captured and taken to Ravana's court in Lanka, he stood tall and announced himself Rama's envoy. He counselled Ravana and begged him to release Sita. That is the fearless truth-speaking proper to a minister.

Second, learning and understanding. The Kishkindha Kanda says that when Rama first met Hanuman he marvelled at his speech. Rama praised to Lakshmana how he spoke in faultless, measured, sweet words. He said only one who had learnt the Vedas well could speak so. That is the witness of book learning.

Third, effort. In search of Sita he roamed all Lanka by night, through the inner chambers, drinking halls, palace and town. On finding Sita in the Ashoka grove he did not falter and comforted her. After burning Lanka he returned and told Rama the news.

Fourth, care for his leader and people. Seeing Sita, he trusted Rama's grief would end and hurried back. Later he helped build the bridge with the vanara army. Hanuman was not only a warrior; he held all five qualifications of a minister together.
