Explanation

The first verse of the Amaichchu chapter divides the minister's practical wisdom into four parts. 'Karuvi' is the resources needed for a task, such as army, wealth and men. 'Kaalam' is the right time to begin it. 'Seykai' is the method of doing it. When these three agree, even a hard task becomes easy. 'Maandadhu' means done with distinction.

Commentators differ slightly. Parimelazhagar and others take 'aruvinaiyum maandadhu' as completing even a difficult task with distinction. Others take 'aruvinai' as one of the four expedients proper to a minister. Either way the idea is one: when full planning, apt timing and right method come together, success is sure.

A farmer sowing can illustrate it. Seed and ploughing tools are the means. Sowing before the rains is the time. Building bunds, irrigating, weeding and nurturing is the method. If any one fails, the yield falls. The same rule holds for political acts.

Many leaders failed because, though they had resources, they missed the time. Some knew the time but failed for lack of method. The minister's task is to weigh these three and guide the king. So he needs both knowledge and experience.

In our own life too, before a big decision, we can raise these three questions: Do I have the resources for this? Is this the right time? What is the right way to do it? One who finds answers acts like a minister in his daily life.

A story

Krishna's Embassy

The Udyoga Parva of the Mahabharata tells of Krishna's embassy. The Pandavas, having completed thirteen years of exile and incognito life, asked for their kingdom. Yudhishthira wished to prevent war. So Krishna agreed to go as an envoy to Hastinapura and speak peace. Here Krishna acted as royal counsellor and envoy.

First Krishna considered the time. Once war began countless lives would perish. So he thought it dharma to try before that. As he went with the Pandava army assembled, his words had weight. This was the instrument: the support of a strong army. Yet he did not threaten by showing strength; he spoke in the name of dharma.

At Hastinapura Krishna did not accept Duryodhana's feast. He ate simple food at Vidura's house. In the court he put his demand in modest form: give only five villages to the Pandavas; avoid war. This was a minimal demand. This method exposed Duryodhana's refusal before the world.

Duryodhana refused: 'I will not give even land the size of a needle's point.' The text says he even plotted to imprison Krishna. Tradition says Krishna showed his cosmic form. Though the peace effort failed, it became clear to the world that Krishna, standing on the side of dharma, had tried everything.

On the way back Krishna met Karna, told him the truth of his birth and invited him to join the Pandavas. Though Karna refused, that effort too was one of Krishna's expedients. Thus weighing instrument, time and method, he took up the difficult task of avoiding war.

The embassy did not in the end prevent the war. But it shows that a minister's work is not only to ensure victory but to try fully in the right way. An effort made with knowledge has distinction.
