Explanation

This verse is to be considered together with the previous one. The first part: say what the king likes to hear. The second part: leave unsaid whatever is of no use, even when he asks. The second part is the surprising one. One should not say anything merely because the king asks. Not every question calls for a useful answer. Some arise from mere curiosity; some, if answered, would bring no benefit to anyone and might bring harm.

Commentators give different explanations of the word for 'no use'. Some say 'without profit', others 'not helpful to the work'. The common idea is that speech should yield good. One should not tell idle gossip, other people's faults or needless rumours merely to please the king.

The meaning in life is direct. When a superior asks, 'What did so-and-so say?', if the answer would harm another, we need the wisdom to avoid it tactfully. The maturity of saying only what is worth saying grows trust. Not telling even when asked sometimes demands courage, because it may displease the king. But in the long run it brings respect. The habit of avoiding useless speech is good not only in affairs of state but in everyday conversation. One who asks himself each time 'to say or not to say' protects himself and others from many words that would hurt.

A story

The Physician's Silence

This is an imagined tale of a palace physician named Sundaram. In an old Tamil court, the physician Sundaram, respected by the people, was in charge of the king's health. He was a quiet man who said nothing needlessly, and so the king was accustomed to opening his heart to him.

One day the king asked, 'Physician, our minister Velappar spoke with you alone last night. Did he ask about his health? Or did he say something else?' In truth the minister had told the physician in private of a problem over his son's marriage and some small grievances about palace routines.

If this were repeated to the king, suspicion of the minister might arise. Yet the king was asking. After a short silence Sundaram said, 'Your Majesty, the minister spoke of his family matters. They were not about the state. His health is good. He said nothing to me that could help the welfare of the realm.' He did not lie; he simply did not say what was useless.

The king pressed further. Sundaram replied humbly, 'Your Majesty, a word spoken by a man in private belongs to him. If it could bring benefit to the state I would tell you first. This does not, so I leave it unsaid.' The king was a little displeased. But as days passed he realised that a physician who would betray nobody's secret was also a safeguard for himself.

Sundaram told the king, in a beneficial way, the news the king wished to hear, but he did not say the useless things even when the king insisted. The whole palace came to trust him.
