Explanation

This couplet speaks of an army free of three faults that gives victory. 'Sirumai' means narrowness of purpose, smallness of number, or narrowness of mind. 'Sellaath thuni' is unrelenting discontent, the unresolved grievance soldiers hold against the king. 'Varumai' is poverty, a state without pay and food.

Of these, poverty and unrelenting discontent are connected. If soldiers do not get pay in time, grievance is born. If grievance lasts, it turns into resentment against the king. Such an army, however valorous, will not stand with heart in battle.

Commentators explain 'sirumai' in two ways, as smallness in the army's number and as smallness in the soldiers' minds. The second sense seems more fitting, because the other two ideas also concern the mind.

In present life too, to lead a team to success, pay, respect and good conduct are needed. A leader's attention to these is the basis of success. Valluvar says here that the absence of all three faults is the basis of victory. Removing material poverty is the king's duty. Removing grievance is possible through the leader's love. The smallness of mind goes through good training and respect. So the king must tend his army's body, food and heart.

A story

Rama's Questions to Bharata on the Army

In the Ayodhya Kanda of Valmiki's Ramayana there is a fine scene. In his fourteen-year exile Rama was staying at Chitrakuta. After King Dasharatha passed away, Bharata came with the mothers and the army in search of him, begging him to return to Ayodhya and take up the kingdom. Rama refused to break his father's word.

In that meeting Rama lovingly asked Bharata many questions about governing. Because they begin with the word 'kachchit', this section is called the Kachchit Sarga (Ayodhya Kanda 100). One question there concerns the army.

'Do you give the soldiers their food and pay at the proper time? When the time is passed, servants become angry with their master, and that is said to be a great harm.' So Rama asked. He also asked whether Bharata honoured warriors who were strong, wise and of good family, and whether he gave them due encouragement.

This counsel shows later in how Rama led the vanara army. He shared food with the warriors and came to know their troubles. That is why the vanaras served firmly all the way to Lanka without resentment.

This story illustrates the couplet 'an army free of meanness, unrelenting discontent and poverty will win.' If pay is not delayed, grievance not allowed to grow and soldiers not left in want, the army wins. Rama's questions show that the leader's duty is to look to these things.
