Explanation

An unlearned man may, by natural cunning or experience, offer a good idea. But this verse says that the wise will not accept it. 'Otpam' means clear intelligence or skill. 'Kazhiya nandrayinum' means 'however very good'. However excellent the unlearned man's intelligence, it will not win respect among scholars.

What is the reason? The knowledge of the unlearned has no foundation; it is not known on what it stands. Its basis and its evidence are unknown. The wise accept an idea together with its grounds. They know that an idea that is right today, if it has no basis, may be wrong tomorrow. So they hesitate.

Valluvar does not say here that the unlearned cannot say anything good; he concedes 'nandrayinum', that it may be good. His word may be good. But the respect due to it is not given to him. This points to the social worth of learning. It is not enough for knowledge to appear; it must also have been recognised through learning.

Some commentators take 'arivudaiyaar' specifically as the king's ministers, saying that in the court the counsel of the unlearned is not accepted. Since this verse lies in the Polity section, that meaning fits as well.

In life today we see some people full of experience giving good advice without book-learning. But for it to be accepted in institutions, formal education and evidence are needed. So it pays to strengthen natural talent with proper learning.

A story

Manthara and Bharata

In the Ayodhya Kanda of Valmiki's Ramayana, Manthara, a hunchbacked woman, was Kaikeyi's maid. On hearing the news of Rama's coronation, the whole of Ayodhya rejoiced. Kaikeyi was glad and gave a gift to Manthara who brought the news. But Manthara was disturbed to hear it.

She spoke to Kaikeyi in skilful words. 'If Rama becomes king, Kausalya will become the great queen; you will have to serve her. Bharata will have to be Rama's servant,' she said. 'Ask now for the two boons Dasharatha gave you in the war of gods and demons; ask the crown for Bharata and fourteen years in the forest for Rama,' she showed the way.

Manthara's scheme was subtle. In her words was a polish that looked like worldly wisdom. But it was a selfish scheme without dharma or learning. Its base was not honesty. Kaikeyi trusted her and accepted it. As a result Dasharatha lost his life, Rama went to the forest, and Ayodhya sank in sorrow.

Rama and the wise rejected the scheme. When Bharata returned to Ayodhya and learned what had happened, he rebuked his mother harshly. 'I do not want this kingdom; it is against dharma,' he refused. When Shatrughna dragged Manthara to punish her, Bharata stopped him, saying Rama would not like it. Bharata went to the forest, received Rama's sandals, and ruled with them placed on the throne.

Though Manthara's skill in scheming was good, the wise did not accept it. The lesson is that ability alone is not enough; it must be joined with dharma and learning.
