Explanation

This is the central verse of the chapter. It holds two commands. First, trust no one without examining. Second, after examining, trust; and hand over to him the work he is able to do. Together these make a complete method of selection.

In 'therarka yaaraiyum theraadhu' the word 'yaaraiyum', anyone, is important. Whether relative, friend or famed person, no one is an exception. Neither affection, fear nor haste is a reason to skip the examination.

'Thernda pin therukha' refers to trusting without hesitation after examination. If one does not trust wholeheartedly after testing, the examination is wasted. Work handed over without trust will not go well.

'Therum porul' refers to the task in which the person is capable. One is skilled in accounts, another in war, a third in speech. The skill of leadership lies in placing each in the task that suits him. If an unsuitable task is given, even a good person will fail.

So Valluvar teaches a process of three parts: examining, trusting, and assigning by fitness. Modern management books also speak of this as 'the right person in the right place'.

The last phrase, 'therum porul', is very subtle. Even after examination, if one gives a task beyond his ability, he will fail. The fault of that failure is not his but the chooser's. So the size of the task and the size of the worker must be matched.

A story

Arjuna and the Eye of the Bird

From the Mahabharata (Adi Parva): The princes of the Kuru house, the Kauravas and Pandavas, learned archery under Dronacharya. Though he taught all, Drona did not hand any a great responsibility without examination. One day he decided to test their skill.

Drona placed an artificial bird on the branch of a tree. Calling the princes one by one, he said, "Draw your bow and sever the head of the bird. Before aiming, tell me what you see." Yudhishthira came first. "I see the tree, the branch, the bird, my teacher and my brothers," he said. Drona said, "Step aside."

Duryodhana, Bhima and the other princes likewise said they saw many things, and Drona dismissed them all. At last Arjuna came. "What do you see?" Drona asked. "I see only the eye of the bird, nothing else," he said. Drona was pleased and told him to shoot. With one arrow Arjuna cut off the bird's head.

After that test, Drona taught Arjuna the highest arts and weapons. Knowing that Arjuna had single-minded focus in archery, he made him the foremost pupil. The others he guided along the paths suited to their abilities: Bhima in mace fighting, Nakula with horses, Sahadeva in learning, Yudhishthira in chariot warfare.

The episode shows how fruitful it is to examine, choose, and then place each in the work that suits him. What the Kural calls 'thernda pin therukha' Drona did; afterward he trusted Arjuna and gave him the highest charges.

Do the people you lead have work that suits what they are actually good at, or only what is convenient?
