From the Valmiki Ramayana (Bala Kanda)Rishyashringa and the Rain of Anga
From the Valmiki Ramayana. The kingdom of Anga was ruled by King Romapada. Once the rains failed there completely. The fields cracked, the tanks ran dry, the cattle died and the people wasted with hunger. Distressed, the king asked the learned Brahmins for a way out.
They said, "Rishyashringa, son of the sage Vibhandaka, lives in the forest with no one but his father. He is a pure ascetic who knows nothing of the world. If he sets foot in this kingdom, the rains will come." The king arranged for him to be invited with love and honour.
The moment Rishyashringa stepped across the border of Anga, the sky darkened, thunder rolled, and the long-awaited rain began to pour. The parched land cooled, the tanks filled, and the people danced for joy. In gratitude the king gave him his daughter Shanta in marriage.
Valmiki tells that it was this same Rishyashringa who later performed the putrakameshti sacrifice for King Dasharatha in Ayodhya, from which Rama and his brothers were born.
When the rains fail, the town suffers; where austerity and dharma dwell, the rains return.
