Explanation

Commentators give two readings of 'kotram kolakkidandhadhu il' in the second line. One is that for the king who does not investigate through spies there is no other way of achieving victory. The other is that for such a king there is no place at all to win; that is, victory will not come. Both give the same final result: a rule without information has no victory.

War is not won by the strength of the army alone. The side that knows the enemy's numbers, position, plan and weakness gets the upper hand. An army that does not know is like swinging a sword in the dark. In peacetime too, a country can set right only the conspiracies and internal disorders against its progress that it knows in advance.

The word 'otri' also carries the sense of investigating. That is, the king should himself examine the information the spies bring. It is not enough that news comes; the king must assess its truth and importance. So espionage is not a separate tool; it is a method working in union with the king's intelligence.

Its practical form can be seen today in business, politics, sports and education. Market research, competitor analysis and video study of the opposing side's game are all forms of modern espionage. One who knows prepares; one who prepares wins.

A story

Ravana Who Did Not Know His Enemy

From the Ramayana: Ravana had received a boon from Brahma. He had asked that he not be slain by gods, asuras, gandharvas or yakshas. Tradition says he regarded humans and vanaras as insignificant and did not even ask about them. So the thought never crossed his mind that a human prince would come with an army of vanaras in search of his wife.

After he carried Sita away, the news came that Rama was coming across the sea with an army. Then his grandfather-in-law Malyavan, his brother Vibhishana, his wife Mandodari and others told him how mighty Rama was. They also reminded him how Khara, Dushana and other rakshasas had been destroyed by Rama in the Dandaka forest in a very short time.

But Ravana did not examine these properly. He did not send his own spies in an organised way to learn the size of Rama's army, the weapons he had and who his leaders were. Later, tradition says, he sent two, Shuka and Sarana, who were discovered and brought in. What they had learned he heard, but in his arrogance he waved it aside.

The boon he had gained gave him boundless confidence. The notion that he was invincible destroyed even the wish to look for information. When a man trusts himself too much, he refuses to know the enemy. That refusal hastened his fall.

In the end, from first to last, Ravana underestimated the true strength of the enemy. Kotram, victory, left him. It is a witness to how dangerous is pride that gives up the search for information.
