Explanation

This verse gives the advice to verify information before believing it. However reliable the person who brings it, the news given by one spy may carry error. He may have misunderstood, been deceived by others, or added his own bias. So it is wise to re-examine and confirm the same news through another spy.

There is a great deal of practical wisdom here. To take a big decision relying only on information from one source is risky. This is not a lack of trust but a method of safety. A good spy too will accept being checked, because the truth will become clear in verification. A false spy will be caught in the check. Thus one method gives two benefits.

The wording 'otrotri' is beautiful. What the spy has 'otri', investigated and brought, is to be 'otri', investigated, again by another. That is, to investigate again what was investigated. It is evidence of how early Valluvar knew the scientific method. A conclusion should be firm not through one study alone but through another, independent one.

In today's world it fits news, research, medicine and law. A second medical opinion, independent confirmation of news reports, and audits are modern forms of it.

A story

The News of the Flood

In the month of Karthigai a village on the bank of the Kaveri was preparing for the Thirukkarthigai lamp festival. The village head, Aranganathan, was awaiting news about the dam upriver. Rain had fallen for many days. News from the upper village was their only protection.

That morning the boy Murugan came running from the upper village. 'Sir, there is danger the dam will burst; the village must be evacuated,' he said. The village was shaken. Many got ready to flee with their belongings. But Aranganathan stayed calm. 'Murugan, who told you this?' he asked. 'A passer-by said so,' replied the boy.

Aranganathan sent Velappan, the village's eldest farmer, to the dam. He told him to see for himself and ask what the dam-keeper said. He sent another man, Marimuthu, to the temple priest near the dam to learn the situation. The two went without knowing each other.

At noon both returned. Both told the same news: 'There was a small leak in the dam and it has been repaired. There is no danger. But the water level is high; the low-lying parts of the village should be careful tonight.' The village calmed.

The first report was in fact half true, but blown up by panic. Had they evacuated without checking, the festival would have been spoiled and confusion might have cost lives. That night only the people of the low part moved to a safe place. On Thirukkarthigai lamps shone across the whole village. Aranganathan's saying, 'Believe what is told, but look a second time,' became a proverb in that village.
