Explanation

This is the closing verse of the chapter. The first line states a general truth: without water the world cannot go on. The second line draws a conclusion: if water needs rain, then right conduct cannot go on without rain either. Water holds up the body of the world; rain holds up the foundation of conduct.

The repeated word 'yaar yaarkkum' matters. Whatever one's caste, wealth, learning or rank, it applies to everyone. Rain is the same for all, and its failure spares no one. Right conduct is likewise needed by all, and all depend on it.

Some read 'ozhukku' as conduct and some as the flowing of water. In the second reading the line says that without rain the flow of water will stop. Parimelazhagar took the first meaning as primary. Both readings stress how indispensable rain is.

There is also a lesson in the ordering of the chapter. Rain first appears as nectar, then as food, as the farmer's hope, as the support of worship and charity, and finally as the ground of conduct. The ten verses climb from the stomach to the spirit, and the last verse tells us that the climb can be sustained only by those who care for the source.

One truth emerges: right conduct does not stay alive on sermons alone; the basic needs must be met. Only when society ensures food and water for everyone can virtue flourish. Protecting and sharing water is therefore a social responsibility and a moral task.

A story

Bhagiratha and the Descent of the Ganga

From the Bala Kanda of the Ramayana and the Puranas. Tradition tells that the sixty thousand sons of King Sagara of the solar line were reduced to ashes by the anger of the sage Kapila. For them to attain liberation, the sacred water of the heavenly Ganga would have to touch their ashes. Generations tried and could not accomplish it.

In that line, Bhagiratha, longing for the release of his ancestors, gave up the kingdom and performed severe austerities. Brahma was pleased and agreed to send Ganga to earth. But the earth could not bear the force of Ganga falling from the sky. So Bhagiratha performed austerities to Lord Shiva and asked him to hold her in his hair. Shiva agreed and received Ganga in his matted locks. She whirled there, and then came down to the earth little by little.

Bhagiratha rode ahead in his chariot and Ganga flowed behind him. On the way, the sage Jahnu is said to have swallowed her and released her again at Bhagiratha's plea. At last Ganga reached the netherworld and touched the ashes of Sagara's sons; they attained liberation.

In this story water itself becomes the vehicle of dharma. Bhagiratha's duty of giving his ancestors a good destination is fulfilled by the arrival of a river. Without water, that duty could not be fulfilled. That is why Valluvar says, 'The world cannot stand without water; so right conduct cannot stand without rain.'
