Meaning

The brimming cloud that grazed the dark sea climbs the black rocky ridge and roars. Even at the height of the great season our man does not come, the one who took on the king's hard service.

Explanation

The reason arrives only in the last line: he is caught in the king's hard service, and so cannot come.

The word for that service mixes pity with pride. It is hard work, and the man who took it is worthy of respect. So the accusation turns toward the king rather than toward the lover.

To reflect on

When a king's service takes a man, love and waiting are bound to it.
