Explanation

The word 'irai' means both leader and god. The word itself shows the place the people give the king. To do 'murai' is to keep fairness, punishing the guilty and giving justice to the wronged. To protect is to guard the people from enemies, thieves, famine and the like. The thought is that a king who does both is honoured by his people as a god.

In the Indian tradition there is a custom of regarding the king as a part of the divine. Its inner meaning is that the king should treat his station as a duty given by the divine and act with justice. Valluvar shows through the word 'vaikkappadum' that a king does not become godlike by birth; he reaches that place by action. He is placed there, that is, he stays there only so long as the people place him.

Even today we see people speak of a servant of the public, a doctor, a teacher or a judge as a god. More than the respect that a post brings, it is conduct that is fair and caring that earns such height.

In this verse Valluvar names two duties of a king. One is to do justice and the other is to protect. Protection without justice turns into oppression, and justice without protection is of no use. When both are done together the people see him as a support above them. The chapter on just rule says the king is like life to living beings, and the same thought extends here. When trouble comes the people turn first to the king's justice, so he is their last refuge.

A story

Manu Needhi Cholan

The story of Manu Needhi Cholan, who ruled with Thiruvarur as his capital, is told in Sekkizhar's Periya Puranam. He was known for justice, and he guarded his subjects like his own children.

One day his son Veedhividangan drove his chariot through the street. A calf was caught under the wheel and lost its life. The mother cow, unable to bear her grief, went to the palace gate and shook with her horn the bell of justice that hung there. The bell rang. The king came and saw the tears of the cow. When he learned what had happened his heart shook.

Though he knew that his own son was at fault, the king did not let him go. He asked his ministers what punishment the law books ordered. They said the rule was that the offender should suffer as the mother had suffered at the loss of her calf. The king ordered that his son be laid under the same chariot wheel. The people wept. Yet he did not slip from justice.

Tradition says that Lord Shiva, seeing his firmness, was pleased and gave life back to the calf and to the prince. The people worshipped the king as a god.

Manu Needhi Cholan stands as a witness to the verse that a king who rules with justice and protects is held to be a god by his people.
