பொருள்
கொல்லான்; தகாததற்கு உடன்படான்; கொல்பவர் கூட்டம் சேரான்; புலாலைத் தொடான்; பிறர் பால் புலாலில் மயங்கிச் செல்லான்; குடிமக்களுக்கு உணவு அளித்தவனாயின், போர் யானையின்மேல் ஏறி நிலத்தை ஆண்டு அரசு செய்வான்.
Meaning
He does not kill, does not consent to wrong, does not join those who kill, does not touch flesh, and is not drawn to stray after it; and having fed his people he will mount a war elephant and rule the land as king.

இப்பாடலின் முதல் ஐந்து அடிகள் மறுப்புகள்; கடைசி மூன்று அடிகள் பலன். அதாவது அரசாட்சி ஒழுக்கத்தின் விளைவு, வெற்றியின் விளைவு அல்ல.
'குடிப்படுத்துக் கூழ் ஈந்தான்' என்பது மக்களைக் குடும்பமாக நிலைப்படுத்தி உணவளித்தவன். ஆட்சியின் அடிப்படை உணவு என்பதை இந்தச் சொல் நினைவூட்டுகிறது.
Explanation
The first five lines are refusals and the last three are reward. Kingship, in this verse, is what conduct produces, not what victory produces. Feeding the people is named as the foundation, because rule rests on food.
