Explanation
The fault has three layers. First appetite: the wish to rise and speak. Second, no testing: he has never examined what his learning is worth. Third, blindness: he has not considered that he may lose.
'How learning should be spent' is the telling phrase. Learning is a substance, and it must be spent in the right place. Talking past your measure is not spending it; it is wasting it. So the verse does not forbid speech — it asks for it to be weighed. Much talk is not the mark of learning; restraint is.
To reflect on
Much talk is not the mark of learning; measured restraint is.
