Explanation

This verse names the basis of the base man's conduct. The good behave with right conduct from their sense of dharma. The only reason the base behave well is fear: fear of punishment, the king's law, others' rebuke. Where there is no fear their conduct vanishes. If there is any good behaviour beyond that, it is out of desire, that is, the expectation of some gain. It points to three reasons for walking the path of dharma: moral sense, fear and desire. The high act from moral sense. The base act from fear or desire. The conduct of one who acts thus does not last once the outward restraint is removed.

Commentators explain 'echam avaavundel' as 'desire for the gain that comes of goodness'. That is, a base man's good behaviour comes only from the desire for a good name or benefit among others. It is not an act born of the heart's dharma. So we can test ourselves: do we behave well from fear, from desire, or from dharma? He who is honest even when no one is watching is truly high. To grow such inner dharma is the aim of education.

We can apply this verse to daily life. Many who do not break traffic rules do so only because a policeman is there. Many pay tax from fear of punishment. These are not wrong; but a society of moral awareness should raise people who do good from within and not rely only on fear.

A story

Ravana and Nalakubara's Curse

This is an incident mentioned in the Uttara Kanda and Yuddha Kanda of Valmiki's Ramayana. Ravana was powerful and had won many boons by penance. But the Ramayana shows him as one who hesitated not to seize others' rights and to insult women.

Once Ravana insulted the celestial woman Rambha, who was meant to be wed to Nalakubara, son of Kubera. Nalakubara became furious and cursed Ravana, 'If you ever touch any woman against her will, your head will burst into pieces.'

That curse remained in Ravana's mind. Even after he held Sita captive in the Ashoka grove he did not dare to touch her by force. He spoke softly, pleaded and threatened, but did not use force. The reason was not his sense of dharma but fear.

The restraint Ravana showed toward Sita, who was not his, came not from dharma but from fear of the curse. The Ramayana's hint is that without this fear he would have hesitated at no cruelty.

This is the practical form of 'fear alone is the conduct of the base'. What seemed his good behaviour came of an outer obstacle, not an inner dharma. So no one can regard Ravana as a man of right conduct.

The tale teaches us not to take behaviour bound by fear for dharma. Dharma is born within; that alone is lasting.

To reflect on

Do you act rightly out of fear, out of desire, or out of dharma?
