Meaning
As Nalan moved in to catch the fine bird, it slipped out of his hands even as it seemed to come to them and flew off so that he could not enclose it, and it appeared to be tiring. Seeing that, he thought of a way to enclose it.

Explanation
The verse shows Nalan's effort and the bird's trickery. The bird repeatedly comes near the hand as though to be caught, then escapes, which is allure: calling a man on and then slipping away.
Subtly, it only seemed to tire. Since this bird is Kali in disguise, strength feigning weakness is deliberate deceit.
