Meaning

Beneath the cool moon-like white umbrella, with righteousness firmly in place, he ruled alone, he of the garland whose pollen falls; the world was such that the green parrot that women keep near them and the hunting hawk lived in a single flock.

Explanation

The verse praises Nalan's rule. The white umbrella marks kingship, and under it righteousness stood firm.

The special line is the last: the green parrot and the hawk lived in one flock, meaning the weak and the strong were both safe in the same place.

The measure of good rule is therefore not strength but the absence of fear, and it is this peace that will later be lost.
