Meaning

To say 'I do not have it' when asked for what one cannot give is no shame to anyone; that is the way of the world. But, O girl with rows of bangles, to raise someone's hopes, make him run back and forth again and again and then fail him is a worse fault than ingratitude.

Explanation

Refusing is no fault; false hope is. A plain 'no' lets a man look elsewhere.

Keeping him running only to fail him kills both his time and his trust.

The Markandeya Purana

Harishchandra at the Burning Ground

From the Markandeya Purana. King Harishchandra had promised the sage Vishvamitra his whole kingdom, and to keep his word he gave up his throne, sold his wife and son, and sold himself as a servant to the keeper of the cremation ground in Kashi.

One night his own wife came there carrying the body of their son, who had died of a snakebite, and she had no coin to pay the cremation fee. Harishchandra, heart breaking, still asked for the fee he was bound by duty to collect. At that moment the gods appeared, the boy rose alive, and the kingdom was restored. Truth that holds even at the burning ground cannot be defeated.

To reflect on

An honest 'no' is better than false hope.
