Meaning
When those without fault speak of the way of virtue, the untrained will not take it in even if they lend an ear — like the foul-smelling dog that chews on hides and does not know how to take the goodness of milk-rice.

Explanation
The image is harsh. The dog gnaws on hide and its mouth stinks. Set milk-rice before it, and it still does not know how to take the goodness out of it.
That picture is laid over human life. Hearing good counsel needs more than ears; it needs training. 'Good breeding' here is not the ear but the habit behind it. A man without that habit will listen, and nothing will enter. So the verse blames not the ears but the upbringing. For good to be tasted, the mind must first be prepared for it.
To reflect on
Good counsel needs more than ears; the mind must be ready to taste it.
