Meaning
Let a sandal be made by setting precious stones into flawless green gold, and it is still a thing for the foot; so too, however much wealth the base may hold, they are known by what they do.

Explanation
The image is expensive: a sandal set with gold and gems. However beautiful it is, it is still for the foot; its place does not change.
That image is laid on the base man. However much wealth he holds, the wealth does not raise him; his deeds are what show him. The verse is not belittling wealth; it is refusing the belief that wealth changes character. An ornament adorns a foot, not a man; only conduct adorns a man.
To reflect on
An ornament adorns a foot; conduct is what adorns a person.
