Meaning
Feed a dog from a golden bowl and set it outside, and it will still keep watching for another man's leavings; so too, however much honour is heaped on a base man, the things he does will still be of another kind.

Explanation
The image presses hard: a golden vessel, good food — and a dog whose eyes stay on the leavings. Change the dish and the nature does not change.
Laid over a person: give a base man respect, wealth and a name, and what he does will still be of another kind. The verse does not punish him; it names a condition. The point is that outer change does not change the heart. So honour must be given with care: it does not make character, it shows it.
