Meaning

He does not kill even one who could be killed, his mind does not turn to meat, he lays no sharp schemes, he is free of deceit, and he does not waver in anything. Such a man rises above not only the people of this earth but the gods of the sky.

Explanation

Five refusals follow one another: he does not kill, is not confused, does not scheme, is not false, does not waver. All five are things not done, so the verse is a list of restraint.

The conclusion is startling: such a man is above not only the people of earth but the gods. The measure of conduct does not stop at the human world; it passes beyond the divine.

Sometimes not doing is a greater courage than doing.
