Meaning
If one recites placing the two primal malas (na and ma) first, the three malas that cannot be cut will not be removed. Reverse the order and recite the five letters by the rule; then one may live in a bliss that knowledge cannot measure.

Explanation
He stresses again the teaching of verse 42. In Shaiva tradition the five letters are recited at several levels: gross ('Namasivaya'), subtle ('Sivayanama'), causal ('Sivaya Siva'), the great causal ('Siva') and the great mantra ('Si'). For one living in the world, reciting 'Namasivaya' is good too; but one who seeks liberation is to rise, under a guru's guidance, to the order that puts grace first.
