Meaning
When the good, offering the company of the stainless, say 'let us go without delay', the base man answers 'let us sleep'; he gets up and walks off, or else boasts and says something else entirely.

Explanation
The scene is an invitation. The noble point to a good chance and say, come, without delay. The base man's answer is: let us sleep. The chance stands in front of him and he chooses sleep.
The lines that follow open him further: he gets up and leaves, or he boasts and says something else. The failure is not only in action but in speech. So the verse shows baseness as a condition — a mind that refuses what is good. Not choosing when the chance arrives is itself a choice.
