Meaning
Lord! Casting your rays over the sea, you rise swiftly into the sky. Seeing the joy of the spreading light of the sky, the birds sing and rejoice. The wide-bodied sea, with every tiny drop within it become an eye, holds your blazing form within and sings the Veda in praise.
Lord! Make my heart, like that sea, stand at all times beneath your feet, every atom within it filled with your light, and live well. God who gives light in the sun! Generous God who, with the sky as your hall, looks on so that all the world may live!
Like one in love, you gaze on the earth without blinking! And lovely Mother Earth too is full of love for you; there is no doubt of it. How lovely the new smile that appears on her face as she sees your light! To you two, the primal Mother and Father, I offer my salutations a thousand times.

Explanation
The song paints the morning sun rising from the sea - a sight Bharathiyar may have seen daily on the Puducherry shore. The sun's reflection in every drop of the sea is a simile for the one Supreme reflected in everything - the Upanishadic idea 'eka eva hi bhutatma bhute bhute vyavasthitah... jalachandravat', the one Self in every being, like the moon in water.
The last stanza is a lovely metaphor: the Sun and the Earth are lovers; the Sun gazes without blinking; the Earth smiles (the dawn). In the Veda, 'Dyava-Prithivi', Heaven and Earth, are praised as the Father and Mother of the world; Bharathiyar says the same with 'you are the primal Mother and Father'.
To reflect on
As every drop of the sea holds the sun within it - could every thought of your heart hold that light?
