Meaning
There is a flood that is itself everything that exists, inside and outside; the Vedic seers call it God. All that is seen, all that is thought in the heart, all that nourishes the inner idea, is born in that flood. It has no boundary and no division; it clings to nothing; it bewilders even the learned, who say 'it is not' and 'it is'; it is open space, it is knowledge, it is a cloud pouring out many powers, it joins atoms together and parts them.
It stands as the atoms of gross matter, as the subtle, as finer than the subtlest; it has become every quality and yet has no quality; it is itself the one thing, and has many qualities, and itself stands as many. When people of many creeds say 'He is everywhere, all-powerful, all-knowing', it is this they speak of. It is the desire of those who desire, it is those who desire, it is the thing they desire, and it is what brings that thing to them. It is the sight of those who see, it is the seer, it is the thing seen; it dwells in glory and cannot be described.
Though it is everything, those who have seen all truth say only a few are able to know it. Those who have seen it are free of impurity and free of sorrow; those who hold to it have found every reward. Those who have seen this thing have seen an end to suffering; they gain all things and reach the state of bliss. They gain all they wish for, yet wish for nothing, and the people of the world praise them as lords. Wanting nothing, they rule the whole world; they abide for ever alone with this.
It is a flood, little brother! Whenever you wish, it comes and pours into your heart as a spring of nectar! The way for this flood of bliss to fall into you for ever is very easy. Thinking of it is enough; thinking itself makes this cool nectar brim over inside. It is enough to think, 'the flood of the Lord that fills everything is surging in my heart', and to stand in praise. It is enough to say, 'the flood of the Lord that is all things has filled me'; it is enough to dwell on it.
No ochre cloth is needed, no matted locks; to reach the highest state, it is enough to hold it in feeling. No shastras are needed, no four Vedas, no hymns; it is enough to stand touching your own heart. There is no penance, no spiritual practice, little brother! It is enough to contemplate that Shiva alone exists. It is enough for your mouth to say that Shiva, who stands always and everywhere as everything, is flowing into me. Only one thing is needed: the faith, held in your mind, that the eternal flood of Shiva is falling into you and filling you!

Explanation
This is among the highest of Bharathiyar's songs of wisdom. The first half describes the nature of the supreme Shiva; the second half tells the way to reach it.
The first half follows the Upanishads closely. 'Anor aniyan mahato mahiyan': smaller than the smallest, greater than the greatest (Katha Upanishad 1.2.20). 'The sight of those who see, the seer, the thing seen' recalls the Brihadaranyaka Upanishad's teaching that the seer of seeing cannot be seen. 'It bewilders the learned, who say it is not and it is' echoes the Nasadiya Sukta of the Rig Veda (10.129): 'Then there was neither being nor non-being.'
The second half is very simple: 'no penance, no practice; it is enough to contemplate that Shiva alone exists.' This does not scorn spiritual practice; it says this awareness is practice's final fruit. At the end, 'faith alone is enough'. The Gita (4.39) says: 'the one who has shraddha attains knowledge.' Like Thirumoolar's 'anbe sivam', love is Shiva, Bharathiyar shows Shiva here as a flood, a nectar pouring into the heart.
To reflect on
Sit quietly for one minute and think, 'the flood of the Lord that fills everything is surging in me.' What do you feel?
