Meaning
Even beside the sea sweet water springs up; even in the hills salt brine rises. So people are not of one kind by their kind: the discerning say that those whose minds are alike are of one kind.

Explanation
The verse holds up two contradictions of nature. We expect salt water by the sea, yet sweet water springs up right there. We expect pure water in the hills, yet brine rises there. Place does not decide nature.
From this the verse comes to people. It is wrong to call those of one birth one kind. Those whose minds are alike are of one kind. So in friendship and in enmity what we must look for is the mind, not the family. The test is simple, but to use it one must first learn to read a mind.
To reflect on
Birth may be one, minds differ; a shared mind is the only true kindred.
