Meaning
Let a man born outside a good house study any number of books — do they become anything more than tools for guarding other men's words? And those who never settle the meaning of books spoken by the wise of good families do not even know their own shallowness.

Explanation
Both halves make one point in two ways. First birth and household: however many books a man without a good upbringing studies, they stay a tool for carrying other people's words — the learning never takes root in him.
Then the turn: whoever does not settle the meaning of books spoken by the wise does not even know his own shallowness. Not knowing is one thing; not knowing that you do not know is worse. Good birth here is not blood but what a home trains into a person — restraint, honesty, measure. Learning without that training carries other men's words and never sees itself.
To reflect on
Worse than not knowing is not knowing that you do not know.
