Meaning

Whether their aim is achieved or not, the noble set their minds only on high things beyond reproach. Is the arrow that missed a lion worse than the one that tore through the heart of a running jackal? No, it is the nobler shot.

Explanation

Failing at a great aim is better than succeeding at a mean one. The one who aimed at a lion is braver than the one who killed a jackal.

Thiruvalluvar says the same: it is sweeter to hold the spear that missed an elephant than the arrow that killed a hare.

To reflect on

Aim at the lion.
