Meaning
There are some in whom the words 'this kind, that sort, ours, others' simply do not arise by nature. With those who remove the suffering of people even far away, it is they who are fit to take the lead.

Explanation
The verse counts out four words: this kind, that sort, ours, others. All of them divide people in speech. It does not say that saying them is a fault; it says that in some people they do not arise as words at all. The measure is not whether division is held down outwardly but whether it rises inwardly.
The second half settles where leadership comes from. The one who ends suffering without even asking whether the sufferer is far off is the one fit to lead. Leadership does not come from office; it comes from a kindness that draws no boundary. It is to such a person that people gather without dividing.
To reflect on
A kindness that draws no boundary is what equips a man to lead.
